NATIONAL EDUCATION POLICY

Universal Declaration of Human Rights declares, “Everyone has the right to education”. Education is fundamental tools for achieving full human potential, developing an equitable and just society, and promoting national development. Providing universal access to quality education is the key to economic growth, social justice, law and equality, scientific advancement, national integration and cultural preservation. India will have the highest youth population in the world over the couple of year, and ability to provide high-quality educational opportunities will help them to shape the future of our country.

The world is undergoing rapid changes in the knowledge landscape. With the rise of big data, machine learning, and artificial intelligence, many unskilled jobs worldwide may be taken over by machines, while the need for skilled labour, particularly involving mathematics, computer science and data science, in conjunction with multi-disciplinary abilities across the sciences, social sciences and humanities, will be in rapidly increasing demand.

The States are facing twofold challenges firstly to compete with new economic order where if State fails to train to its human resources, it will face economical difficulty. Secondly, it has to also preserve its culture, language, identity, and its heritage. This is not easy especially in case of India where every state has its own language, culture, identity which is ensured by the Constitution of India. Thus, the New Education policy will certainly be the need for ensuring quality of education according to the Article 21 A of the Constitution of India and pacing with developed nation and competitive world so that social economic well being can be achieved.

The Union Cabinet on 29th July, 2020 has approved the new National Education Policy (NEP), 2020 with an aim to introduce several changes in the Indian education system – from the school to college level. This is not the first education policy before NEP 2020, there were NEP 1968, 1986, 1992. Thus, we need to evaluate and assess the impact of the NEP 2020 on future of the education system India.

The aim of the upcoming book is to critically discuss impact of the NEP 2020 on our education system not only national level but also implication on state education system along with Right of education, impact on minority educational institution and the financial implication/, burden sharing between Center and State. Further, as to how NEP is going to face constitutional challenges, as education not only included under Article(s) 21A, 30 but also the role of 7th schedule on Center or State relations.

  1. (Dr.) Vijender Kumar is the Vice-Chancellor of Maharashtra National Law University, Nagpur, Professor of Law and Commonwealth Fellow, UK. He has been the Vice-Chancellor of National Law University and Judicial Academy, Assam, and the Registrar of NALSAR, University of Law, Hyderabad. An astute academician and research scholar, he has numerous research articles and books to his credit. He has published more than sixty research articles in reputed law journals on ‘Hindu Law’ and has contributed several book reviews. He has also authored several books amongst which “Being A Law Teacher 2019”; “Law Relating to Domestic Violence 2007”, and “Hindu Law of Adoption 2004”; his Revised Editions of “Hindu Law and Usage” by John D. Mayne (16th edition 2009, 17th edition 2014 and 18th edition 2020); and “Family Law in India” of Professor G.C.V. Subba Rao, (8th edition 2004, 9th edition 2007 and 10th edition 2011) and are especially noteworthy. He has participated in the Law Teachers’ Program on “Law Teaching and Legal Research Skills” at Cardiff Law School, (UK) in 2004. Prof. Kumar was awarded ‘Academic Staff Commonwealth Fellowship 2009-2010’ and appointed ‘Visiting Professor’ at King’s College London, UK in 2009-10. He has been a visiting faculty at various NLUs and National Academy of Direct Taxes (NADT), Nagpur. For many years now, he has been a member of Board of Studies, Academic Planning and Monitoring Board, Academic Council, Executive Council, and General Council of NLUs and other universities. Recently, he received “Telangana State Award to Meritorious Teaching-2019’ from the Government of Telangana.
  1. (Dr.) Naresh Kumar Vats, is the Registrar, at Rajiv Gandhi National University of Law, Punjab. Before joining RGNUL, Punjab Professor Vats has also served as Professor of Law at Maharashtra National Law University, Nagpur; National Law University and Judicial Academy, Assam; BGC Trust University Bangladesh, Chittagong-Bangladesh as Associate Professor of Law and Chairman Department of Law; Institute of Law, Kurukshetra University, Kurukshetra as Assistant Professor of Law; and Institute of Law and Research (formerly National Institute of Law) Faridabad, Haryana as Lecturer of Law. He has published Eleven (11) edited books and Five (05) issues of NLUA LAW & POLICY REVIEW Vol.1 No. I; Vol. I No. II 2015 and Vol. 2 No. I 2016, National Law University and Judicial Academy, Assam as an Editor and Vol. 1 No. I 2017 and Vol. 2 No. I 2018 of MNLU, Nagpur CONTEMPORARY LAW REVIEW.  Professor Vats is a Member of Academic Planning Board, Academic Council, Finance Committee, Executive Committee, General Council, Ph.D. Research Committee of various Institutions including life time member of Indian Law Institute, New Delhi.

Himanshu Pandey, is presently serving as Associate Professor of Law and Head Centre for Corporate Law and Governance in Maharashtra National Law University, Nagpur; Former Registrar cum Associate Professor of National Law University and Judicial Academy, Assam Guwahati and Assistant Professor of Law, School of Law Devi Ahilya University, Indore. He has more than 14 Years of teaching experience. His area of interest is Corporate Law, Insurance Law and Legal Research Methodology. Dr. Pandey has published many research paper and articles. His notable contributions are the Modules on : Basics of Legal Research; Research Problem; Methods of Legal Research; Tools and Techniques of Data Collection under e-PG Pathshala, an initiative of the MHRD under its National Mission on Education through ICT (NME-ICT) being executed by the UGC.
